　　On April 8,2019,the project of feasibility study report on the construction of"On-line monitoring system for energy consumption of key energy-using units in Anhui Province"of Anhui Institute of Metrology Science completed the bidding.

 

　　為加快推進(jìn)重點(diǎn)用能單位完善能源計量體系、提高能源管理精細化水平，促進(jìn)互聯(lián)網(wǎng)與節能工作深度融合，提高節能宏觀(guān)調控能力，推動(dòng)完成能源消費總量和強度“雙控”目標任務(wù)，我國提出了大力推動(dòng)重點(diǎn)用能單位能耗在線(xiàn)監測系統建設。

 

　　In order to speed up the improvement of energy metering system,improve the refinement level of energy management,promote the deep integration of Internet and energy conservation work,improve the ability of energy conservation macro-control,and promote the completion of the total energy consumption and the goal of"double control",China has put forward to vigorously promote the construction of on-line monitoring system for energy consumption of key energy-using units.

 

　　計劃到到“十三五”末期，我國基本建成連接各省(區、市)、相關(guān)部門(mén)和行業(yè)數據共享的監測系統，為統籌能源發(fā)展與生態(tài)文明建設提供決策支撐，為重點(diǎn)用能單位加強能源日常監控管理、開(kāi)展能源審計、能效對標、能源計量審查、節能改造等提供支撐服務(wù)，切實(shí)促進(jìn)企業(yè)提質(zhì)增效降本。

 

　　By the end of the 13th Five-Year Plan,China will basically build a monitoring system connecting provinces(districts,cities),relevant departments and industries to share data,provide decision support for overall energy development and ecological civilization construction,and provide support services for key energy-using units to strengthen energy daily monitoring and management,carry out energy audit,energy efficiency benchmarking,energy measurement review and energy conservation transformation.Promote enterprises to improve quality,increase efficiency and reduce costs.

 

　　監測系統采用“國家平臺+省級平臺+重點(diǎn)用能單位接入端系統”的架構，重點(diǎn)用能單位端能耗監測數據上傳到省級平臺，再由省級平臺上傳至國家平臺；沒(méi)有建設省級平臺的，重點(diǎn)用能單位端能耗監測數據直接上傳到國家平臺；國家、省級平臺實(shí)現數據同步和數據交互。監測系統涉及到的儀器儀表主要有計量?jì)x表、工控系統等。

 

　　The monitoring system adopts the structure of"National Platform+Provincial Platform+Access Terminal System of Key Energy-using Units".The monitoring data of energy consumption of key energy-using units are uploaded to provincial platforms,and then uploaded to national platforms from provincial platforms;without provincial platforms,monitoring data of energy consumption of key energy-using units are uploaded directly to national platforms;national and provincial platforms realize data synchronization and data.Interaction.The instruments and instruments involved in the monitoring system mainly include measuring instruments and industrial control systems.

 

　　目前，上海市實(shí)施建設的上海市重點(diǎn)用能單位能耗在線(xiàn)監測系統——信息系統集成實(shí)施與應用開(kāi)發(fā)項目已經(jīng)通過(guò)驗收。上海市完成了1套軟、硬件基礎運行環(huán)境，9個(gè)應用分析功能模塊，1個(gè)數據中心監測平臺，2個(gè)基礎門(mén)戶(hù)網(wǎng)站的建設，能耗在線(xiàn)監測系統的功能、性能、安全和信息資源利用已經(jīng)完備。

 

　　At present,the on-line monitoring system for energy consumption of key energy-using units in Shanghai,i.e.information system integration implementation and application development project,has passed the acceptance check.Shanghai has completed a set of software and hardware basic operating environment,nine application analysis function modules,a data center monitoring platform,two basic portals,and the functions,performance,safety and information resources utilization of the energy consumption online monitoring system.

 

　　福建省計劃2019年完成年綜合能源消費量5000噸至萬(wàn)噸標煤(含5000噸)的重點(diǎn)用能單位端系統建設和省級平臺建設。2020年完成年綜合能源消費量5000噸至3萬(wàn)噸標煤(含3萬(wàn)噸)及納入用能權交易試點(diǎn)行業(yè)的所有重點(diǎn)用能企業(yè)單位能耗指標監測，實(shí)現福建省重點(diǎn)用能單位能源消費總量數據與國家平臺全面接入。

 

　　Fujian Province plans to complete the construction of key energy unit end systems and provincial platforms in 2019 with annual comprehensive energy consumption of 5,000 tons to 10,000 tons of standard coal(including 5,000 tons).In 2020,the annual comprehensive energy consumption of 5,000 tons to 30,000 tons of standard coal(including 30,000 tons)and the energy consumption indicators of all key energy-using enterprises included in the pilot industry of energy rights trading will be monitored,and the total energy consumption data of key energy-using units in Fujian Province will be fully accessed to the national platform.

 

　　本次安徽省重點(diǎn)用能單位能耗在線(xiàn)監測系統建設可行性研究報告項目的招標完成，推動(dòng)了系統建設的進(jìn)程，可行性研究報告申請批復立項后，將開(kāi)展安徽省重點(diǎn)用能單位能耗在線(xiàn)監測系統建設工作，以完成與國家平臺的數據對接，發(fā)揮能耗在線(xiàn)監測系統在政府決策支撐和重點(diǎn)用能單位提質(zhì)增效降本作用。
