　　On April 8,2019,the project of feasibility study report on the construction of"On-line monitoring system for energy consumption of key energy-using units in Anhui Province"of Anhui Institute of Metrology Science completed the bidding.

 

　　為加快推進(jìn)重點(diǎn)用能單位完善能源計(jì)量體系、提高能源管理精細(xì)化水平，促進(jìn)互聯(lián)網(wǎng)與節(jié)能工作深度融合，提高節(jié)能宏觀調(diào)控能力，推動(dòng)完成能源消費(fèi)總量和強(qiáng)度“雙控”目標(biāo)任務(wù)，我國(guó)提出了大力推動(dòng)重點(diǎn)用能單位能耗在線監(jiān)測(cè)系統(tǒng)建設(shè)。

 

　　In order to speed up the improvement of energy metering system,improve the refinement level of energy management,promote the deep integration of Internet and energy conservation work,improve the ability of energy conservation macro-control,and promote the completion of the total energy consumption and the goal of"double control",China has put forward to vigorously promote the construction of on-line monitoring system for energy consumption of key energy-using units.

 

　　計(jì)劃到到“十三五”末期，我國(guó)基本建成連接各省(區(qū)、市)、相關(guān)部門和行業(yè)數(shù)據(jù)共享的監(jiān)測(cè)系統(tǒng)，為統(tǒng)籌能源發(fā)展與生態(tài)文明建設(shè)提供決策支撐，為重點(diǎn)用能單位加強(qiáng)能源日常監(jiān)控管理、開展能源審計(jì)、能效對(duì)標(biāo)、能源計(jì)量審查、節(jié)能改造等提供支撐服務(wù)，切實(shí)促進(jìn)企業(yè)提質(zhì)增效降本。

　　監(jiān)測(cè)系統(tǒng)采用“國(guó)家平臺(tái)+省級(jí)平臺(tái)+重點(diǎn)用能單位接入端系統(tǒng)”的架構(gòu)，重點(diǎn)用能單位端能耗監(jiān)測(cè)數(shù)據(jù)上傳到省級(jí)平臺(tái)，再由省級(jí)平臺(tái)上傳至國(guó)家平臺(tái)；沒有建設(shè)省級(jí)平臺(tái)的，重點(diǎn)用能單位端能耗監(jiān)測(cè)數(shù)據(jù)直接上傳到國(guó)家平臺(tái)；國(guó)家、省級(jí)平臺(tái)實(shí)現(xiàn)數(shù)據(jù)同步和數(shù)據(jù)交互。監(jiān)測(cè)系統(tǒng)涉及到的儀器儀表主要有計(jì)量?jī)x表、工控系統(tǒng)等。

 

　　The monitoring system adopts the structure of"National Platform+Provincial Platform+Access Terminal System of Key Energy-using Units".The monitoring data of energy consumption of key energy-using units are uploaded to provincial platforms,and then uploaded to national platforms from provincial platforms;without provincial platforms,monitoring data of energy consumption of key energy-using units are uploaded directly to national platforms;national and provincial platforms realize data synchronization and data.Interaction.The instruments and instruments involved in the monitoring system mainly include measuring instruments and industrial control systems.

 

　　目前，上海市實(shí)施建設(shè)的上海市重點(diǎn)用能單位能耗在線監(jiān)測(cè)系統(tǒng)——信息系統(tǒng)集成實(shí)施與應(yīng)用開發(fā)項(xiàng)目已經(jīng)通過驗(yàn)收。上海市完成了1套軟、硬件基礎(chǔ)運(yùn)行環(huán)境，9個(gè)應(yīng)用分析功能模塊，1個(gè)數(shù)據(jù)中心監(jiān)測(cè)平臺(tái)，2個(gè)基礎(chǔ)門戶網(wǎng)站的建設(shè)，能耗在線監(jiān)測(cè)系統(tǒng)的功能、性能、安全和信息資源利用已經(jīng)完備。

 

　　At present,the on-line monitoring system for energy consumption of key energy-using units in Shanghai,i.e.information system integration implementation and application development project,has passed the acceptance check.Shanghai has completed a set of software and hardware basic operating environment,nine application analysis function modules,a data center monitoring platform,two basic portals,and the functions,performance,safety and information resources utilization of the energy consumption online monitoring system.

 

　　福建省計(jì)劃2019年完成年綜合能源消費(fèi)量5000噸至萬噸標(biāo)煤(含5000噸)的重點(diǎn)用能單位端系統(tǒng)建設(shè)和省級(jí)平臺(tái)建設(shè)。2020年完成年綜合能源消費(fèi)量5000噸至3萬噸標(biāo)煤(含3萬噸)及納入用能權(quán)交易試點(diǎn)行業(yè)的所有重點(diǎn)用能企業(yè)單位能耗指標(biāo)監(jiān)測(cè)，實(shí)現(xiàn)福建省重點(diǎn)用能單位能源消費(fèi)總量數(shù)據(jù)與國(guó)家平臺(tái)全面接入。

 

　　Fujian Province plans to complete the construction of key energy unit end systems and provincial platforms in 2019 with annual comprehensive energy consumption of 5,000 tons to 10,000 tons of standard coal(including 5,000 tons).In 2020,the annual comprehensive energy consumption of 5,000 tons to 30,000 tons of standard coal(including 30,000 tons)and the energy consumption indicators of all key energy-using enterprises included in the pilot industry of energy rights trading will be monitored,and the total energy consumption data of key energy-using units in Fujian Province will be fully accessed to the national platform.

 

　　本次安徽省重點(diǎn)用能單位能耗在線監(jiān)測(cè)系統(tǒng)建設(shè)可行性研究報(bào)告項(xiàng)目的招標(biāo)完成，推動(dòng)了系統(tǒng)建設(shè)的進(jìn)程，可行性研究報(bào)告申請(qǐng)批復(fù)立項(xiàng)后，將開展安徽省重點(diǎn)用能單位能耗在線監(jiān)測(cè)系統(tǒng)建設(shè)工作，以完成與國(guó)家平臺(tái)的數(shù)據(jù)對(duì)接，發(fā)揮能耗在線監(jiān)測(cè)系統(tǒng)在政府決策支撐和重點(diǎn)用能單位提質(zhì)增效降本作用。
